The Interim County Superintendent of Schools, Dr. Robert Gilmartin, as a representative of the Commissioner of Education, is responsible for working with local school districts, teachers, parents, and students to assist districts in accomplishing or maintaining compliance with state and federal regulations.
Superintendent's Powers and Duties
According to Title 18A:7-8 General Powers and Duties, each county superintendent shall:
- Visit and examine from time to time all of the schools under his/her general supervision and exercise general supervision over them in accordance with the rules prescribed from time to time by the state board;
- Keep himself/herself informed as to the management, methods of instruction and discipline and the courses of study and textbooks in use, the condition of the school libraries, and the condition of the real and personal property, particularly in respect to the construction, heating, ventilation and lighting of school buildings, in the local school districts under his/her general supervision, and make recommendations in connection therewith;
- Advise with the counsel of the boards of education of the local districts under his/her general supervision and of any other district of the county when so requested, in relations to the performance of their duties;
- Render a report to the commissioner annually on or before September 1, in the manner and form prescribed by him/her of such matters relating to the schools under his/her jurisdiction as the commissioner shall require; and
- Perform such other duties as shall be prescribed by law. In light of this, the following are job target areas: oversight, technical assistance, approvals, and/or support are provided in the areas of comprehensive planning for improving students outcomes; safe instructional facilities; safe and efficient transportation; teacher certification; special education; program and fiscal accountability through implementation of a monitoring system; responsible fiscal practices; administrative and liaison services for mandated programs, and program development and implementation.

Coordinates all county school districts budget preparation, financial management, facilities and transportation. Acts as liaison to New Jersey Department of Education.
DIANE MARI, County Supervisor of Child Study
Secretary: Timolyn Hollen
Assures Compliance with State and Federal Law for educationally handicapped students within local school districts and private schools assigned.
DIANE MOSLEY-WHITT, Education Specialist
Secretary: A. Jackie Madgrgal-Trejos
Assists districts in school improvement, statewide assessment and the educational planning process.
ESTHER SNOOP, County Certification Coordinator
Secretary: Joan Piserchia
Assists county residents in all aspects of teacher certification/licensure.
LORI GIRALD, Transportation Coordinator
Assists school districts with transportation and emergent hiring as well as assisting the County School Business Administrator with the Business Office.
