The following is detailed summary of each municipal recycling program including the recycling strategy for each designated recyclable material and other information that is required by the plan. Please note that markets for institutional and commercially generated corrugated and high grade paper have not been identified. This aspect of the recycling plan has, for the most part, not been developed. An updated summary containing this information will be sent to the Office of Recycling when theses programs have been implemented and markets have been identified by each municipality for these materials. Bloomingdale Solid Waste Generation Rates/Recycling Rates
Tonnage necessary for: Collection program status: Bloomingdale currently has a recycling center for newspaper. Bloomingdale plans to expand this facility to accommodate additional materials designated in the recycling plan. Residential Sector: Residents will deliver designated materials to the Bloomingdale recycling center.

Recycling Ordinance Enforcement: Enforcement f the recycling ordinance will be determined upon implementation of the recycling program and adoption of required ordinances and will include the municipal agency selected to be responsible for enforcement actions. Current Collection Programs, Drop-off: Bloomingdale has a 24 hour drop-off center for newspaper located at 15 Hamburg Turnpike. Leaf Composting Facility: Facility Permit Number: 1601B Operating Capacity: 660 tons The operating capacity of the Bloomingdale composting facility is equal to at least 100% of the leaves collected in the municipality. Clifton Solid Waste Generation Rates/ Recycling Rates
Tonnage necessary for : Collection Program Status: Clifton currently utilizes a number of recycling sites that are run by volunteer organizations for the collection of newspaper and aluminum cans. Clifton will construct a recycling facility or improve an existing recycling facility to accommodate glass and cans. Residential Sector: Residents will deliver designated materials to the Clifton recycling center.

Haledon Solid Waste Generation Rates/Recycling Rates
Tonnage necessary for: Collection Strategy for Designated Materials: Residential: Haledon will continue to utilize a municipal collection crew to conduct a curbside collection of newspaper, glass and cans. In addition a municipal recycling center has recently been developed and accepts color mixed glass and aluminum cans and newspaper.
Commercial/Institutional Sector/: Commercial businesses and institutions will deliver source separated materials to the Haledon recycling center. Businesses and institutions can also arrange for private recycling services.
Recycling Ordinance Enforcement: Enforcement of the recycling ordinance will be determined upon implementation of the recycling program and adoption of required ordinances and will include the municipal agency selected to be responsible for enforcement actions. Current Collection Programs: Haledon currently has a once per month curbside collection of newspaper, glass and aluminum cans and a recycling center that accepts the same materials. Leaf Composting Facility: Facility Permit Number: PP Operating Capacity: On October 7, 1987 the Passaic County Freeholders authorized the lease of a tract of County-owned property to Haledon for use as a leaf composting facility. The property is known a Lot 12, Block 2 and 3 in the Borough of Haledon. The County will hold the permit for the facility and Haledon will provide the equipment and labor necessary to compost leaves. Tonnage necessary for: Collection Strategy for Designated Materials: Residential: Hawthorne will utilize Straight and Narrow to conduct a curbside collection of newspaper, glass and cans. Collected materials will be delivered directly to the Hawthorne recycling center. Hawthorne is also planning to construct a recycling center to accept newspaper, glass and aluminum cans, corrugated and high paper.

Leaf Composting Facility: Facility Permit Number: Permit Pending Operating Capacity: Hawthorne has a composting facility that has been operating for approximately 30 years. Hawthorne has applied for a compost site permit but has been denied because of problems related to the site is being located in a delineated flood area. Hawthorne is actively working towards solving this problem and will most likely have a permit in 1987. Collected materials will be delivered directly to the Hawthorne recycling center. Hawthorne is also planning to construct a recycling center to accept newspaper, glass and aluminum cans, corrugated and high paper.

Tonnage necessary for: Collection Strategy for Designated Materials: Residential: North Haledon will construct a recycling center to accept all designated materials. In addition North Haledon will utilize Straight and Narrow to conduct a curbside collection of newspaper, glass and cans. Collected materials will be delivered directly to the North Haledon recycling center.

Current Collection Programs, Drop-off: West Milford currently maintains two recycling centers that accept mixed paper, color separated glass and aluminum cans. Recycling Ordinance Enforcement: Enforcement of the recycling ordinance is currently done by the recycling coordinator. Garbage bags are inspected for the presence of recyclables. If a violation is found warnings and summonses are issued.
