Human Services
The Department of Human Services is an umbrella social service agency concerned with the planning and funding services for the county’s disadvantaged and homeless citizens. 


Programs operate out of five divisions

  • Mental Health and Addiction Services
  • Community Outreach and Family Services
  • Juvenile Administration
  • Workforce Investment Board (WIB)
  • Workforce Development Center (WDC)

    24 Hour Assistance
    Through a partnership with the United Way of Passaic County, the Department of Human Services coordinates and provides 24 hour assistance to residents in need of social service information and referral services via 211. 211 is free to county residents and is accessed by simply dialing 211 or by visiting the 211 website

    Personal Assistance Services Program (PASP) Cash Model
    This program provides routine, non-medical assistance to adults with physical disabilities who are aged 18 to 70, employed, preparing for employment, involved in community volunteer work, or attending school. Personal assistants help with tasks such as light housekeeping, bathing, dressing, preparing meals, shopping, etc. Based on consumer's needs they could receive up to 40 hours of service per week.     Paterson/Passaic CoC Important Documents

    The Passaic CoC is a voluntary association that provides information, services and advocacy for and on behalf of Passaic County’s homeless population. Below are important documents related to the FY2015 CoC Competition and include the draft CoC Consolidated Application and attachments, the final CoC Priority List including ranking of new and renewal CoC applications and the CoC’s policies and procedures related to the FY2015 local selection process.
