Francillia Rosa Molina is the Human Resources Director for the County of Passaic, bringing over 20 years of experience in HR leadership currently in the public sector.  Born and raised in Newark, NJ, and a proud graduate of Saint Vincent Academy and William Paterson University,  Rosa has built a career grounded in service, integrity, and community.  She focuses on creating people-centered workplaces rooted in transparency, accountability, and trust. 

With deep expertise in talent development, labor relations, compliance, and organizational strategy, Rosa collaborates across departments to support employee growth and deliver strong, effective service to the residents of Passaic County.  Known for being approachable, thoughtful, and results-driven, Rosa leads with purpose and a genuine commitment to public service.
