Community Outreach and Family Services
Programs are provided to assist individuals and families living in Passaic County. The Division of Community Outreach and Family Services receives County, State and Federal (HUD) funding to provide an array of service funding to community agencies to primarily serve low income, indigent, or homeless individuals and families. This Division oversees Community Agencies that provides the following services: permanent housing; veteran and disabled housing; emergency shelter; adult day care services, rental and public utility assistance; food pantries; transportation vouchers (TANF and post-TANF clients); and license restoration programs. Point-in-Time Count
2026 Point-In-Time Count
Due to the inclement weather that occurred on January 26 and the continuing clean up occurring in various municipalities, the safety and concern for all stakeholders of the PIT Count takes priority. As such, the 2026 PIT Count has been rescheduled from Wednesday, January 28 to Wednesday, February 4, 2026.
The Point-In-Time Count is a one-day snapshot of homeless populations in our community that captures the number and characteristic of people who are experiencing homelessness. The 2026 Point-In-Time Count will take place on February 4, 2026.
Knowing the number and nature of people who are homeless and understanding the trends can help our community better understand the scope of the issue, improve system efficiency, strategically plan for resources, and promote effective interventions.
Passaic County, in collaboration with St. Paul's Community Development Corporation, Eva's Village, Heart of Hannah, Monarch Housing Associates, and other partners, invites community members to volunteer for this vital effort. FY2025 Notice of Funding Opportunity (NOFO) Update
On Monday, December 8, 2025, the Department of Housing and Urban Development withdrew the FY2025 Notice of Funding Opportunity (NOFO), removing it from the grants.gov website, shortly before a scheduled hearing regarding the lawsuits that have been filed surrounding the NOFO.
Given these developments - and the uncertainty surrounding the next steps at the federal level - the Passaic Continuum of Care (CoC) is temporarily pausing the FY2025 local application process for CoC funding until the court provides further direction or HUD reposts the NOFO.
We do still feel it is important for agencies to fully consider the project shifts they were planning to submit for through this local application process, as well as any new project applications, since we do anticipate a similar NOFO moving forward. To assist in this planning, we have linked a pdf version of the application we were previously requesting. Please note, the application may have to be adjusted based on the new NOFO released by HUD and so this is just for agency planning purposes.
The CoC is NOT accepting any project applications at this time.
Paterson/Passaic CoC Important Documents
The Passaic Continuum of Care (CoC) is a voluntary association that provides information, services, and advocacy for and on behalf of Passaic County’s homeless population. In addition, the CoC program provides funding to promote community-wide commitment to the goal of ending homelessness; provide funding to rehouse homeless individuals, families, persons fleeing domestic violence, dating violence, sexual violence, and stalking while minimizing the trauma and dislocation caused by homelessness; promote access to and effective use of mainstream programs by homeless individuals and families; and optimize self-sufficiency among individuals and families experiencing homelessness. To access these services, residents may contact NJ211 to be assessed and prioritized on the Housing Priority List (HPL).
