Plastic Carryout Bag and Polystyrene Foam Ban

New Jersey businesses can start preparing now for implementation of a new law, which takes effect May 4, 2022, which ends the use of single-use plastic carryout bags and polystyrene foam food service products at retail stores and food service businesses and replaces them with reusable bags and recyclable products.  The use of single-use paper carryout bags will be prohibited at grocery stores greater than 2,500 square feet. Plastic straws will be limited to by-request-only. The New Jersey Business Action Center and the NJ Department of Environmental Protection are working together to help businesses comply with the law. The NJ Department of Environmental Protection (NJDEP) is responsible for the overall implementation of the law including the adoption of implementing regulations. The NJDEP, along with Municipalities, CEHA and the Department of Health are responsible for enforcement of the law. In coordination with the NJDEP, the New Jersey Business Action Center (NJBAC) is responsible for communicating with all businesses their responsibilities for compliance under the law, and the New Jersey Clean Communities Council (NJCCC) is responsible for developing and implementing a Statewide public information and education program including limited distribution of free reusable bags.

Adaptive Re-use Plan of Point View Wayne Properties: 1 Geoffrey Way, Wayne, NJ

The Passaic County Board of County Commissioners and the New Jersey Economic Development Authority has announced the issuance of the Adaptive Re-use Plan of Point View Wayne Properties, 1 Geoffrey Way, Wayne, NJ.

In September 2021, the NJ Economic Development Authority (NJEDA) awarded the County of Passaic, in conjunction with the Township of Wayne, a $50,000 grant from the NJEDA 21^st Century Redevelopment Program to focus on a 193-acre site that was formerly the home to the Toys-R-US world headquarters. In partnership with the Township of Wayne, the William Paterson University Small Business Development Center, Point View Wayne Properties, and Dobco, the County engaged BRS, Inc., a planning consultant, to deliver an Adaptive Reuse Plan for the site.  The plan provides a re-development strategy to repurpose this stranded asset and underutilized office space that will have a major impact on local economic development conditions.

In addition to the final report, two virtual public meetings were held to present the project and explain the research and findings.  The public participants were also polled on their redevelopment preferences for the site.

“Repurposing dormant properties into community assets is critical as we transition from pandemic to endemic,” said NJEDA Chief Executive Officer Tim Sullivan. “Passaic County’s Adaptive Re-use Plan serves as a testament to the goals of the 21st Century Redevelopment Program, which brings together local stakeholders to thoughtfully redevelop stranded assets to better attract economic activity and jobs. Strategic growth for sites like the Toys “R” Us Headquarters will further Governor Murphy’s vision for a stronger and fairer New Jersey economy through the creation of economic development plans that foster vibrant, equitable and resilient communities.”

Passaic County Commissioner Director, Bruce James commented “The Point View Properties Adaptive Re-Use study is an excellent example of how Passaic County is dedicated to supporting economic growth in the County and in providing resources for our residents.”

Passaic County Commissioner Deputy Director, Cassandra “Sandi” Lazzara noted “We are committed to assisting the Township of Wayne in the redevelopment of the former Toys “R” Us corporate headquarters site.  This adaptive reuse study provides a blueprint for future development and business growth.”

“The Point View property has sat empty and idle since Toys “R” Us filed for bankruptcy. This Adaptive Re-use Plan provides a road map for revitalizing the site, preserving commercial ratables and strengthening the economy within Wayne and the surrounding region.” Noted Christopher Kok, Township Planner, Township of Wayne.

The Passaic County Board of County Commissioners received a grant of $280,000 from the US Dept of Commerce, USEDA to develop a 1. Comprehensive Economic Development Strategy (CEDS) for Passaic County, New Jersey, in compliance with USEDA and County requirements; 2. an Economic Impact Analysis of Hurricane Irene on the Passaic County economy; and 3. development of a Business Continuity Disaster Plan which incorporates resiliency planning to assist companies in their response to future disasters. The Passaic County Board of County Commissioners issued a Request for Proposals to engage a consultant to perform the scope of work. Camoin Associates was engaged.
