The New Jersey State Planning Commission has released a Preliminary Draft of the New Jersey State Development and Redevelopment Plan, more commonly known as the State Plan.  The draft of the plan can be accessed below.  The State's goal is for the new State Plan to be adopted by the end of 2025.

To be adopted, the State Plan is required to be reviewed through a "cross-acceptance" process whereby planning policies are reviewed by government entities at all levels while providing an opportunity for the public to influence the development of these policies.  The cross-acceptance process requires regional entities, such as counties, to serve as the Negotiating Entity between the State of New Jersey and the municipalities.  Passaic County has adopted a resolution establishing itself as the Negotiating Entity for 12 of the 16 municipalities in the County.  The Boroughs of Pompton Lakes, Ringwood, and Wanaque and the Township of West Milford will be represented by the New Jersey Highlands Council.  All other municipalities will be represented by Passaic County.

County staff have coordinated with the State Office of Planning Advocacy to develop a Cross-Acceptance Response Template (CART) survey using Survey123.  This survey is to be completed by public officials on behalf of each municipality, as well as the County.  The survey can be accessed from this link: https://survey123.arcgis.com/share/fa53cc5a7676472ca85d6968c785cd0f?portalUrl=https://PassaicCountyNJ.maps.arcgis.com.
